Knowledge and networking of Local Action Groups in the Czech Republic in the programming period 2014-2020

This master's thesis deals with Local Action Groups (LAGs), based on the EU approach LEADER for local development, in the Czech Republic during the programming period 2014- 2020. It focuses on the ability of LAGs to acquire and pass on knowledge and to learn, as well as on their networks. Within this work, the character of acquired knowledge, means of transfer of the knowledge and forms of learning are examined. Furthermore, research focuses on LEADER networks and their internal relations as well as level of communication and trust, in order to determine the efficiency of these networks. Lastly, the institutional thickness of the environment of Czech LAGs is examined that constitutes of non-scientific institutions and technological infrastructure. Cooperation with these two types of institutions leads to creation and implementation of innovations and more effective development of the territory. The theoretical grounding and criteria of this work are based on the Theory of Learning Regions. To obtain the data, a mixed research method was used. A combination of quantitative and qualitative research was carried out in the form of a questionnaire survey, semi-structured interviews and analysis of primary documents.

This diploma thesis, Evaluation of the accession of local action groups in the Czech Republic for settings strategies in 2014-2020, deals with evaluation strategies for selected local action groups. This evaluation is based on study strategies of community-led local development. The aim of this diploma thesis is to find out homogenity in the approaches of local action groups and this results compare with support in grant programs in 2014-2020 and with characteristics of this area.

This particular Bachelor thesis is dealing with the comparison of supporting areas of local action groups (LAGs) of Zlín district. In the first part we will find the litera-ture review which explains the basic terms, such as rural development, and the coaction of actors of rural area. The monitored area is characterized in the relati-on to local action groups. The valorization of MAS activities is based on the analy-sis of supported projects within preferred bisector IV Program of rural develop-ment 2007 to 2013. In the program's season 2007 to 2013 were made 855 projects. From which MAS of Zlín district were mostly focusing on the area of civil facilities, services but least on the area of environment. Based on the detected strategic goals of program's season 2014 to 2020 came to comparison of these two seasons in the matter of thematic areas, which resulted in opposite results.

This bachelor´s thesis deals with the application of the LEADER method and compares its particular indicators in different countries of the European Union. The thesis consists of three sections. The first part explains the basic terminology regarding of the issue. It also includes further details of the analyzed environment and the tools needed for the implementation of the LEADER method into the policies of the Member States of the European Union. The second section focuses on the comparison of selected indicators in observed countries in 2007-2013. The selected indicators are the number of local action groups in each country, their area, the number of people living in the territory covered by the local action groups and the absorption capacity of the projects financed by the local action groups. Furthermore, the thesis compares the financial resources to support the LEADER directed to specific areas, namely competitiveness, environment and land management and the quality of life. In the final part are evaluated the results of executed comparisons.

The diploma thesis deals with the evaluation of the rural tourism development through LEADER methods, especially by the local action groups. The rate of support was analyzed in the territory of 18 selected local action groups according to their tourist attendance. The theoretical part includes literary research, which explains the relevant concepts of rural development and development of the area through tourism, namely rural tourism, the possibilities of supporting the development of rural and rural tourism through subsidy programs, especially the Rural Development Program, Functioning of LEADER methods and local action groups, which are the crucial topic of the presented work. The following chapter introduces selected local action groups based on their tourist attractiveness and the inclusion of tourism support in the strategic plan of the each LAG. The major eighth chapter discusses in the detail projects supported by the LAG, which are further classified according to their nature and sorted according to whether they have the ideologies of rural tourism or not. The aim of the thesis is to find out which categories of LAG, according to the tourist ballast, most strongly implement projects supporting the development of rural tourism in the region. The final chapter deals with the evaluation of the support of implemented projects supporting the rural tourism in the current programming period 2014-2020.
Možnosti uplatnění regionální značky na území MAS Brána Vysočiny

Diploma thesis focuses on the possibilities of applying the regional brand in the area of LAG Brána Vysočiny. Theoretical part discusses relevant terms, such as endogenous development, local product, regional brand, local action group and territorial marketing. The region of mentioned LAG is introduced in the next part of thesis, primarily are researched the conditions for implementing regional brand. Main part of thesis deals with the most significant steps which should be considered while implementing new regional brand to the region. Personal interviews with regional brand coordinators were used as an information source for this part. Main part also includes suggestions on how to build regional brand in the circumstances of LAG Brána Vysočiny. It is also discussed the importance of regional brand as a tool of supporting tourism in the region. Thesis further analyses whether is possible to build regional brand under control of Association of Regional Brands or build it independently. Final chapter summarizes acquired findings, advantages and disadvantages of both implementing types are identified as well. Results showed that both implementing types are working on similar foundations but have several differences which can be crucial when deciding how to implement regional brand in the region of LAG.

The present diploma thesis is focused on a five local action groups in South-Moravian region. It evaluates both their potential and approach to creating joint regional brand. Initial part of the dissertation explains terms like regional policy, local action group, local product and regional brand, all based on research of a technical literature. Next chapter contains characteristics and analysis of examined area, where all the local action groups (alias LAG) located in this area are presented. The main part of this thesis focuses on evaluating semistructured interviews with representatives of selected LAGs, leading to a conculusion, if there is a possibility to create a joint regional brand based on a uniting element. Individual approaches of all the selected LAGs are analyzed via a case study and following qualitative research.
Aktivity místních akčních skupin posilující lokální identitu - studie z Jihočeského kraje

This diploma thesis focuses on the evaluation of activities strengthening local identity through local action groups in the South Bohemian Region. The first part of the thesis is based on the theoretical anchorage of the terms regarding rural, regional policy, local action groups and the identity of the territory, based on the literary search. In the next part, there is a description of the territory of South Bohemia region, where are introduced local action groups (or LAGs) located in this area. The main chapter of thesis is the analysis of selected LAGs in support of identity in the territory. Firstly, are evaluated projects that have helped to promote local identity in the previous programming period. Furthermore, are analysed individual approaches of selected LAGs through qualitative research based on personal interviews with their managers. In the final part the individual Strategies of community-led local development are analysed from the current focus of LAGs on this issue. The results of the analysis showed that LAGs support local identity on their territory, but each with varying degrees and different approaches.
Vliv aktivit MAS Moravská cesta (Litovelsko-Pomoraví) na rozvoj regionu

This diploma thesis deals with analysis of redistribution and utilization of financial support in member municipalities LAG Moravská cesta between years 2008 - 2013 within the Rural Development Programme, specifically axis IV LEADER. The aim of this work is the realization of analysis of approved and implemented projects in the territory of each member municipalities and the subsequent identification of previously inactive area. Work is methodically built on the evaluation method they developed and based on the number of completed projects. For inactive area, the appropriate measures will be proposed for future effective and efficient redistribution of funds in response to identified needs carried out via public hearings. The results of the performed analysis of the territory LAG Moravská cesta have brought six municipalities which are inactive due to their low involvement in cooperation with MAS. In conclusion, the outputs of work were compared with the findings of similarly oriented works.
The analysis of the means of financing of local action groups in the Czech Republic in 2015

This bachelor thesis is focused on the means of financing local action groups (LAG) in the Czech Republic in 2015. The purpose of the work is to analyse the means of financing of chosen LAG and evaluate, which of them are sustainable. Theoretical part deals with the importance of LAG for regional politics and residents of rural areas. Further there are theoretically described available means of financing for LAG. In the practical part the results of the survey carried out by The National Network of Local Action Groups in the Czech Republic are evaluated. There is also an analysis of annual reports of chosen LAG.
